Title

Approving the award of a construction contract for the Swenson Farms Pressure Reducing Valves (PRV) Project to Colby Co, Incorporated, the lowest responsible bidder of three (3) bids received on December 5, 2019, in the amount of $156,650.00 and authorizing the City Manager to execute same.

 

Summary

Swenson Farms Pressure Reducing Valves project includes installing two pressure reducing valves (PRVs) and concrete vaults to serve the Swenson Farms neighborhood. The City has received pressure complaints in this area in the past. The Heatherwilde Elevated Storage Tank (EST) is scheduled to be taken out of services for a coating warranty inspection. The PRVs are necessary to control the water pressure from rising too high in the Swenson Farms neighborhood when the Heatherwilde Elevated Storage Tank is drained for the warranty inspection or any other necessary maintenance.  With the EST taken out of service there are concerns with the pressures in the water system in this area increasing over 100 pounds per square inch (psi). The proposed PRVs will regulate the pressure in the Swenson Farms neighborhood to around 80 psi.

 

The PRV’s are going to be installed at two sites along Swenson Farms Blvd. The first site is along Swenson Farms Blvd. just North of the intersection with W. Pfennig Lane and South of the intersection with Canyon Maple Road. The second site is North of the intersection with Canyon Maple Road and South of the intersection with E. Black Locust Drive. City Staff investigated installing individual PRVs to each house and found that it will be more cost-effective and less disruptive to residents, installing the two large PRVs.

 

The City advertised for the two PRVs with a line stop as an alternate bid item. The line stop was included as an alternate because it could provide an efficient and quick construction installation approach for the contractor to install the PRVs. The proposed cost of the alternative bid item increases even the lowest bid as little as 29% to over 50% more than the engineer’s estimate amount of $130,800. After consideration and discussion with utility city staff, it was determined that the alternate bid item will not be necessary. 

City staff concurs with the Engineer’s recommendation to accept only the Base Bid and selecting Colby Co, Incorporated in the amount of $156,650 without consideration of the alternate bid item
