Discussion regarding City of Pflugerville infrastructure needs and potential funding sources.

 

Summary

The City's capital improvement needs are significant to keep up with the rapid growth of community. While the growth has resulted in increased revenues to the city, the need to improve our transportation, parks and utilities is also expanding.

 

Transportation, parks and other facility projects are paid for by the general fund or debt is issued and defeased with general fund revenues, such as property taxes or sales taxes. Whereas water and wastewater projects are paid for by utility fund revenues or debt that is issued and defeased with utility fund revenues.

 

A third fund is generated by proceeds from a 1/2 cent sales tax for economic development and is remitted to the Pflugerville Community Development Corporation (PCDC). These funds are somewhat restricted in their use to economic development, but includes projects to promote or develop new or expanded business enterprises, including projects to provide public safety facilities, streets and roads, drainage and related improvements, demolition of existing structures, and generally municipally owned improvements, as well as any improvements or facilities that are related to any of those projects and other project that the board in its discretion determines promotes or develops new or expanded business enterprises. The economic development sales tax proceeds may also be used for water supply facilities and water conservation programs as well as amateur sports, athletic, entertainment, tourist, convention, and public park purposes and events, including stadiums, ball parks, auditoriums, amphitheaters, concert halls, learning centers, parks and park facilities, open space improvements, municipal buildings, among others.

 

In light of recently approved legislation, cities' revenues are more constrained. The purpose of this item is to discuss how to best utilize these sources of funds to advance the needs of the city as a whole to improve mobility and safety and quality of life to ensure that Pflugerville is a thriving community that promotes economic development.
