Discuss and consider action to award a construction contract for the West SH 130 Interceptor Phase 1 Project to S. J. Louis Construction of Texas, Ltd. in the amount of $12,990,282.04 and authorizing the City Manager to execute same.
Summary
This project involves installation of approximately 16,000 feet of 36" to 42" sanitary sewer interceptor pipe along Wilbarger Creek and Gilleland Creek beginning at the intersection of FM 685 and Pflugerville Parkway (i.e., Pflugerville Parkway Lift Station) to the Central Wastewater Treatment Plant (WWTP) using open cut or 70 feet deep tunneling construction methods; installation of approximately 1,000 feet of 15" sanitary sewer under SH 130 to the east side of SH 130 via bore and jack; and demolition of the Pflugerville Parkway Lift Station.
The attached bid tabulation shows the bids in which S. J. Louis Construction of Texas, Ltd. was the lowest accurate and complete bidder with the total Base Bid of $12,990,282.04.
The estimated construction cost of this project was $13,134,000.00.The project was advertised for bids on December 4, 2019. Bids were received and opened on January 15, 2020.
The Engineer of Record, DCS Engineering, LLC, evaluated the Bids, reviewed the required Bid documents as required for selection and checked references of the lowest apparent bidder, Excel Aircraft, LLC DBA: Excel Trenching from Carthage, Texas and determined the bid package to be incomplete.
DCS Engineering, LLC also reviewed the second lowest bid of $12,990,282.04, submitted by S.J. Louis Construction of Texas, Ltd. and found it to be accurate and complete.
Based on the information presented, S.J. Louis Construction of Texas, Ltd.'s bid in the amount of $12,990,282.04 is $1,391,311.90 more than Excel Trenching’s Base Bid amount of $11,598,970.14, and staff concurs with the engineer in requesting City Council consideration of the information provided to select the lowest responsible bidder who meets the City’s qualifications,...
