Approving an ordinance on second reading with the caption reading: An Ordinance of the City of Pflugerville, Texas Adopting the Pflugerville Fee Schedule; Amending Certain Fees and Establishing Costs and Fees Charged by the City of Pflugerville; Providing for a Penalty for a Violation of Section 10.99 of the City Code of Ordinances; and Declaring an Effective Date (solid waste and engineering fees).

Summary
Please find the attached ordinance which updates a Master Fee Schedule for the City of Pflugerville to adopt new fees for residential solid waste collection services in conjunction with amending Engineering fees to restore displaced Construction (Public Infrastructure) Plan fees as a result of adopting the Master Fee Schedule in October. All other fees are readopted without changes.

In the past decade, the residential solid waste rates have changed only once. In 2016, the rates were increased from $15.60 to $15.90 per month for in City customers and $17.60 to $17.90 for out of City customers. The increase in solid waste fees is necessary to better align the revenues with the City services currently provided, including: customer service and billing, collection of bulk waste and green waste at public works and annual clean-up day activities. The contractor has submitted the rate increase for CPI and fuel adjustments which are effective February 1, 2020 as outlined in the agreement and has requested a rate increase for recycle considerations, as allowed by the contract. These modifications to the contract will be brought to Council on February 25, 2020.

The revised solid waste fees are consistent with other cities in the region and will provide better recovery of costs for services the City provides in relation to waste collection.
