Approving the 2019 Pavement Management Services Pavement Condition Report.

 

Summary

The 2019 Pavement assessment provided a condition index, a rating for repair and a list of projects prioritized in order to initiate a pavement maintenance program. The field surveys, analysis and reporting can be used in support of a proposed pavement management system that will help the City determine necessary maintenance, rehabilitation and reconstruction needs for City streets. Prior to this assessment, the last assessment was completed in 2015, which only provided a pavement condition value.

 

The functional classifications of roads were presented as local, collectors and arterials and an analysis for improvements was performed based on the Pavement Condition Index (PCI) to determine maintenance versus reconstruction needs and prioritize for repairs. The City's goal is to have more than 50% of the streets in the 85+ range in order to balance all assets.

 

The recommended pavement maintenance methods include: crack sealing, single chip seal, double chip seal, HA5 treatment, AC patching, hot in-place recycling, milling and overlay, full depth reconstruction.

 

City staff is requesting approval of the 2019 Pavement Management Services Pavement Condition Report and establish the following items as standard City practice:

a.                     Maintain Database of Street Condition Ratings

b.                     Adopt and seek funding for the 8 Pavement Maintenance Strategies

c.                     Perform Assessment every Three to Five years

d.                     Apply engineering judgement to database recommendations

                  e.                     Adopt maintaining pavement condition rating between 75 -85+ for more than 50% of the roadways

 

In review of the pavement assessment and city staff recommendations it was determined that 25 streets received a Pavement Condition Index (PCI) value that was not representative of the pavement conditions as experienced by drivers, which require repairs beyond maintenance and would be considered for reconstruction.  he streets as noted include the following: Great Basin, Plumbago, W. Custers Creek Bend, Mountain View, 10th Street, Rowe Loop, Kay Lane, Pflugerville Loop, Edgemere, Windermere, Yellow Sage, Grand National, Butler National/Diablo, Bushmills Road, Picadilly Drive, Applewood Dr, Meadow Creek Drive, Cedar Ridge Drive, Oak Ridge Dr, Algreg Street, Dalshank Road, Mashburn Street, Option Avenue, Sullivan Street. These streets have been recommended and approved by the Council Advisory Committee for the proposed 2020 Bond.

 

Prior City Council Action

City Council approved a professional services agreement with DTS Engineering, LLC for professional services for the City-Wide Pavement Re-Evaluation at the April 9, 2019 meeting.
