Title
Approving an ordinance on second reading with the caption reading: Amending Chapter 153 of the Code of Ordinances for the City of Pflugerville, Texas, by amending the fourth policy chapter of the 2030 Comprehensive Plan to include the Water Master Plan dated February 2020 and Updated Wastewater Master Plan dated February 2020; providing for severability; and providing an effective date.

Summary
The overall goal for the Water Master Plan and Wastewater Master Plan is to develop a comprehensive Water Capital Improvements plan for the water distribution system and a Wastewater Capital Improvements Plan for the wastewater collection system.

Freese and Nichols, Inc. (FNI) was selected as the consultant for the City to develop a Water Master Plan, Wastewater Master Plan, Water Impact Fee and Wastewater Impact Fee with the intent to determine an identified Master Servicing Area and System Optimization for the water and wastewater infrastructure.

City staff continues to support the goals for providing water distribution and storage and a wastewater conveyance system. Both master plans as proposed will confirm the operations of each system to enhance reliability, efficiency and capability to service existing and new customers well into the future.

City staff will continue to coordinate with FNI and develop a 5-Year and 10-Year Financial Plan to identify annual projections for proposed capital improvements for Council approval.

Adoption of the Water Master Plan and Wastewater Master Plan will allow the City to maintain the current infrastructure and prepare for service demands as the City continues to grow.

Prior City Council Action
City Council discussed the proposed Water Master Plan and Wastewater Master Plan at the January 28, 2020 Worksession.
City Council approved the proposed ordinance on first reading on March 10, 2020.

Deadline for City Council Action
Action on second and final reading is requested on April 14, 2020.
