Summary
The City of Pflugerville has established Flood Damage Prevention regulations in Chapter 151 of the City Code of Ordinances. The overriding purpose of these regulations is to ensure that communities participating in the National Flood Insurance Program (NFIP) take into account flood hazards, to the extent that they are known, in all official actions relating to land management and use. The Floodplain Administrator, who is designated and responsible for administering the flood damage prevention regulations, is currently assigned as the Development Engineering Director. In FY19, the Development Engineering Director position was reclassified as an Assistant City Engineer. It is necessary to redesignate the floodplain administrator to a current position. Staff requests the floodplain administrator be assigned to the City Engineer or his/her designee to allow for future flexibility as staff and positions change.

The Legislature of the State of Texas has in the Flood Control Insurance Act, Texas Water Code, Section 16.315, delegated the responsibility of local government units to adopt regulations designed to minimize flood losses in accordance with the National Flood Insurance Program (NFIP).
