Approving an ordinance on second reading with the caption reading: An ordinance of the City of Pflugerville, Texas, adopting the fourth amendment to the FY20 Budget for the City of Pflugerville; and providing an effective date (Membranes, Truck, WWTP Repairs, Solid Waste).
Summary
The City's Charter, Section 9.04(a), allows for amendments to the budget for supplemental appropriations when revenues are available. During the fiscal year it may be necessary to amend the approved budget to allow for expenditures and revenues that were not anticipated at the time of budget approval.
The fourth amendment to the FY20 budget includes the budget adjustments in the attached Exhibit A, and summarized as follows:
- Water Treatment Plant membrane replacement authorized by City Council May 12, 2020.
- Water Treatment Plant replacement truck, damaged beyond repair in a vehicular accident, funded with insurance proceeds.
- Wastewater Treatment Plant repairs for filter repairs authorized by City Council April 14, 2020 and emergency centrifuge repairs.
- Solid Waste Services adjustment to revenues and expenditures related to changes in rates and service provider agreement previously adopted by City Council.
The form for budget amendment ordinances was previously approved by the City Attorney's Office in February 2018. The attached Exhibit A summary includes a summary of each proposed amendment and associated costs.
Prior City Council Action
The FY20 budget was approved on September 24, 2019.
The first amendment to the FY20 budget was approved on December 10, 2019.
The second amendment to the FY20 budget was approved on second and final reading on January 28, 2020.
The third amendment to the FY20 budget was approved on second and final reading on February 11, 2020.
This ordinance for the fourth amendment to the FY20 budget was approved on first reading on May 26, 2020.
