Title

Approving a Resolution of the City of Pflugerville of the City of Pflugerville, Texas supporting the City of Pflugerville's submission of an EDA - Disaster Recovery Grant Application for Engineering and Construction improvements to FM 1825 / Pecan Street at the intersection of FM 685 and Dessau Road; Authorizing the City Manager to execute all necessary documentation; and establishing an effective date.  

 

Summary

The Coronavirus Aid, Relief, and Economic Security (CARES) Act, provides the Economic Development Administration (EDA) with $1.5 billion for economic development assistance programs to help communities prevent, prepare for, and respond to Coronavirus. EDA CARES Act Recovery Assistance, which is being administered under the authority of the bureau’s flexible Economic Adjustment Assistance program, provides a wide-range of financial assistance to communities and regions as they respond to and recover from the impacts of the pandemic. Eligible entities that can apply for this grant include state, counties, cities, or political subdivisions of the state engaged in economic or infrastructure development, higher education institutions, nonprofit organizations acting in cooperation with officials of a political subdivision.

 

It is in this context that the City and the Pflugerville Community Economic Development Corporation (PCDC) have been coordinating an application to assist with east / west mobility improvements on FM 1825 / Pecan Street at the intersection of FM 685 and Dessau Road in support of job creation via Project Charm.

 

The scope of the project is improve east / west mobility improvements on FM 1825 / Pecan Street at the intersection of FM 685 and Dessau Road with displaced left turns. The project is currently under design by Pacheho Koch Engineering and has been advanced to 60% completeness at this time. An Opinion of  Probable Cost (Cost) has not been prepared as of now but the design engineer estimates construction to be $2.5M. If awarded, the grant would pay for 80% of the construction cost. The maximum grant is $3.8M. The total project cost is estimated to be $3.2M, inclusive of all engineering, Environmental, and TxDOT Review fees.

 

The attached resolution is required in support of the application submittal for consideration.
