Conduct a second public hearing and consider approval of a resolution regarding the Community Development Block Grant (CDBG) Annual Action Plan for Program Year 2020.
Summary
The CDBG program provides annual grants on a formula basis to entitled communities to develop viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities, principally for low- and moderate-income persons. The City of Pflugerville became an entitlement community in 2013 and developed the first 5-year Consolidated Plan and Annual Action Plan at that time. The Consolidated Plan serves as the application to the United States Department of Housing and Urban Development (HUD) for CDBG funding. The Consolidated Plan is designed to aid local jurisdictions in assessing their housing and community development needs and priorities. The priorities established by the Consolidated Plan are carried out through actions and activities each year as established in the Annual Action Plan.
The proposed 2020 Action Plan is attached to this agenda item and is available for public viewing Friday, June 26 through July 27 at the following link: www.pflugervilletx.gov/cdbg.
The allocated funding available for actions and activities for the 2020 Program Year is $ 268,995. This is an annual allocation and the estimated amount the City may anticipate receiving annually over the next five years. The projects presented reflect the needs identified by the CDBG Consolidated Plan adopted by City Council in 2019 which emphasizes the need to focus projects on parks, infrastructure (sidewalks, trails, streetlights, roadways) and public service including senior projects and youth programs.
The total allocation for the 2020 Program Year is estimated at $268,995. The proposed projects include:
Youth Scholarship Program ($20,000)
Yellow Sage construction of roadway improvements ($243,995)
Alternate Project - Frost Circle roadway design (up to $50,000)
Alternate Project - Frost Circle construction (up to $150,000)
Administration Costs ($5,000)
Prior Planning and Zoning Commission Action
The Planning and Zoning Commission serves as the CDBG advisory board. On July 6, 2020, the Planning and Zoning Commission recommended approval of the 2020 Action Plan (Vote 6-0)
Deadline for City Council Action
Both required public hearings and approval of the Action Plan are requested prior to August 11, 2020, in order to meet submittal requirements imposed by the Federal Department of Housing and Urban Development.
