Title
Approving a professional services supplemental agreement with Halff Associates, Inc. in the amount of $66,160.00 for professional engineering services associated with the Justice Center parking lot expansion and evidence storage facility project and authorizing the City Manager to execute same.

Summary
The proposed Supplemental includes additional scope items for professional services associated with the design of the Pflugerville Justice Center evidence storage facility. The City previously executed a contract with Halff Associates, Inc. to provide an Overall Justice Center Phase Master Plan for a parking lot and an evidence storage building and Construction Plans, Specifications, and Estimates (PS&E) for the only parking lot expansion project. The planning efforts for the parking lot and evidence storage building have been substantially completed. Since the scoping of the master plan, the Police Department has requested that the design move forward on the evidence storage building but the location is proposed closer to the existing building. Based on these changes, the proposed scope includes architectural services, structural engineering, MEP Engineering Design and Civil Engineering design to develop construction documents for the proposed 1,280 building at the location as shown in the attached Professional Services Agreement Supplemental Agreement.

The current evidence storage space is at capacity. It is 932 sf and houses over 20,000 items. Annual growth of incoming items has been over 2,000 items/ year. Laws requiring the extended retention periods of evidence and the lengthy disposition process has limited the movement of items from the evidence room. Currently, evidence is being stored inside the main building, jail, and a connex unit.
