Discuss and consider action to provide direction to the City Manager regarding the allocation of CARES ACT funding to be received through an interlocal agreement with Travis County.

Summary
On June 23, 2020, Council approved an Interlocal Agreement (ILA) with Travis County to receive a maximum of $3,531,055 in CARES Act Funding on a reimbursement basis for qualifying expenses as approved by Travis County.

In review of qualifying expenses, we anticipate a total of approximately $1.58M to be incurred by the City by October 31, 2020 which leaves approximately $1.95M which would need to be allocated elsewhere or forfeited to the County.

While the City has been relatively fortunate during this event, we recognize that many of our local small businesses have not been so fortunate. We also know Pflugerville ISD (PfISD) has incurred significant cost to facilitate distance learning, and the Pflugerville Fire Department (ESD 2) has incurred significant personnel costs which are unlikely to be reimbursed.

With these community needs in mind, it is proposed that the remaining CARES Act funds be allocated as follows:
- $1,000,000 for small business grants administered by PCDC.
- $850,000 to PfISD for distance learning and other qualifying expenses.
- $150,000 to ESD 2 for personnel costs related to COVID-19.

Provided Council approves funding to be transferred to PfISD or ESD 2, an ILA with each entity will be brought before council for approval. These agreements will then be submitted to Travis County for final approval.

Prior City Council Action
Council approval of the Travis County Interlocal Agreement for Administration of CRF Funding Under the CARES Act on June 23, 2020.

Deadline for City Council Action
All reimbursement requests must be submitted to Travis County by October 31, 2020.
