Title

Approving a supplemental agreement with Halff Associates, Inc. in the amount of $197,256.00 for professional engineering services associated with the Heatherwilde Subdivision Pavement Rehabilitation Project as part of the 2020 Pavement Maintenance Program and authorizing the City Manager to execute same.

 

Summary

The scope of work for this project includes geotechnical investigation, pavement design, preliminary engineering analysis, and construction plan and specification preparation for the Heatherwilde Subdivision Pavement Rehabilitation Project. The proposed design includes pavement rehabilitation for the eleven roadways listed below totaling approximately 13,930 linear feet.

On February 11, 2020, the City Council was presented, discussed and approved the 2019 Pavement Management Services Pavement Condition Report. During the meeting, several maintenance/ preservation funding scenarios were presented and an optimum distribution of the 20% preservation and 80% rehabilitation was recommended. The City Council has allocated $1,600,000 in the FY 2020 budget from Street Maintenance (Contracted) and $150,000 for crack sealing under Maintenance Contracts. In addition to this proposed Heatherwilde Subdivision Pavement Rehabilitation Project, the City is also proposing to contract HA5 Treatment, a high-density mineral bond uniquely emulsified with a near neutral charge that is able to hold a proprietary bland of fine aggregates, for pavement preservation. The contract for the HA5 Treatment is also included on the agenda for City Council consideration.

In identifying the rehabilitation projects for the 2020 Pavement Maintenance Program, Staff reviewed the Overall Condition Index (OCI) map from the 2019 Pavement Management Services Pavement Condition Report, which is a combination of the Pavement Condition Index (PCI) and the International Roughness Index (IRI). The neighborhood street reconstruction projects that are currently proposed as part of the 2020 bond election were removed from consideration for the 2020 Pavement Maintenance Program.  The OCI values for the streets chosen and included as part of this Heatherwilde Subdivision Pavement Rehabilitation Project range from fair to poor condition, requiring rehabilitation.

Once the geotechnical evaluation and preliminary engineering analysis are complete, a cost estimate will be completed and aid in determining which roadways will be included in the 2020 Pavement Maintenance Program. Construction plans will be prepared for all roadways and split into separate phased packages as necessary. The 2020 rehabilitation project is anticipated to be designed and go out to bid by the end of August 2020. Award of a construction contract is planned for City Council consideration on September 22, 2020.

This project will be designed in accordance with the City of Pflugerville’s 2015 Edition of the Uniform Development Code and 2015 Edition of the Engineering Design Guidelines & Construction Manual.
