Title

Approving a construction agreement with Andale Construction, Inc. in the amount of $290,256.30 for placement of HA5 on designated City streets as part of the 2020 Pavement Maintenance Program and authorizing the City Manager to execute the same.

 

Summary

On February 11, 2020, the City Council was presented, discussed and approved the 2019 Pavement Management Services Pavement Condition Report. During the meeting, several maintenance/ preservation funding scenarios were presented and an optimum distribution of the 20% preservation and 80% rehabilitation was recommended. In addition, at this meeting different pavement preservation and rehabilitation techniques were discussed which included the utilization of HA5. The HA5 Treatment is a high-density mineral bond uniquely emulsified with a near neutral charge that is able to hold a proprietary bland of fine aggregates. The City Council has allocated $1,600,000 in the FY 2020 budget from Street Maintenance (Contracted) and $150,000 for crack sealing under Maintenance Contracts. If approved, the proposed contract will allocate approximately 18% of the FY 2020 Street Maintenance (Contracted) funds toward HA5, a pavement preservation method.

 

In identifying the rehabilitation projects for the 2020 Pavement Maintenance Program, Staff reviewed the Overall Condition Index (OCI) map from the 2019 Pavement Management Services Pavement Condition Report, which is a combination of the Pavement Condition Index (PCI) and the International Roughness Index (IRI). HA5 treatment is an appropriate pavement preservation method for streets with an OCI between 75-85. The streets being proposed for treatment under this contract generally fall within this range.

 

For HA5 to be properly installed, specialized equipment is required that can uniformly disperse a thixotropic material housing the required density of fine aggregate. Per the attached sole source letter from Integrated Pavement Solutions (IPS), Andale Construction is the only approved contractor authorized and qualified by IPS to install HA5 High Density Mineral Bond in the Texas market.

 

Although this would be the first time Pflugerville is proposing to use the HA5 treatment, it is popular and effective preservation method for roadways utilized by many Cities including the surrounding Cities of Georgetown, Round Rock, and Austin. The project will take approximately 10 days to complete and is highly regarded method for roadway preservation.

 

In addition to this proposed HA5 preservation treatment project, the City plans to rehabilitate multiple streets as part of the FY 2020 Pavement Maintenance Program. The professional services agreement for the design of the pavement rehabilitation project is also included on the agenda for City Council consideration.
