Conduct a public hearing and consider approving the resolution adopting a Community Development Block Grant (CDBG) Amended Citizen Participation Plan.
Summary
The Community Development Block Grant (CDBG) program provides annual grants on a formula basis to entitled cities, such as Pflugerville, to assist in developing viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities, principally for low and moderate-income persons.
The primary goal of the Citizens Participation Plan (CPP) is to provide citizens an opportunity to participate in an advisory role in the planning, implementing, and assessment of the programs and projects. The CPP is organized to summarize the nature of the program, affording citizens the opportunity to understand the program so as to ensure aligned goals, and learn how to participate by detailing the various processes. Background information describing the CDBG program is taken from the US Department of Housing and Urban Development (HUD) website and is included in the CPP for reference.
The purpose of this amendment is to amend the process for amending the Consolidated Plan and Annual Action Plan so that relief funds can be in timely manner to help address urgent needs within the community. This amendment also make allowances for the use of virtual meetings when national, state, and/or local health authorities recommend social distancing and limiting public gatherings for public health reasons and allows for a minimum of five (5) days public notice.
Planning and Zoning Commission Action
On August 3, 2020 the Planning and Zoning Commission recommended approval of the amended CDBG Citizen Participation Plan.
Prior City Council Action
On March 11, 2014 City Council approved the initial CDBG Citizen Participation Plan.
On December 12, 2017 City Council approved the first amendment to the CDBG Citizen Participation Plan.
