Summary
The City of Pflugerville City Charter and Local Government Code (§102.0065) require that a public hearing be held on the proposed fiscal year budget before it is adopted. The required public hearing was held on August 11, 2020. The attached notice regarding the public hearing was published on the City website (www.pflugervilletx.gov) beginning July 31, 2020 and will continue until the adoption of the budget. The notice was also published in the Austin American Statesman on July 31, 2020.
Exhibit A of the budget ordinance is the FY21 Proposed Budget. Copies of this proposed budget are available for public inspection at City Hall and on the City website at www.pflugervilletx.gov/budget. The proposed budget was published on July 10, 2020 for public inspection as required by Texas Local Government Code 102.005. This document was amended on July 31, 2020 following the receipt of the Certified Property valuations from the Travis and Williamson Central Appraisal Districts. This document was amended again on August 14, 2020 following changes directed by the City Council at its August 11, 2020 meeting. The reduction of the proposed property tax rate from $0.4970 to $0.4863, resulted in a reduction of proposed property tax revenues in the general fund $673,337. The remaining changes (all to the general fund) include: removal of the Parks Master Plan ($150,000), removal of the Police Firing Range System Replacement ($100,158), increase in budgeted sales tax ($200,000) and increase in the transfer from fund balance ($200,000). A summary of all changes made since the July 10, 2020 posting are outlined on page 2 of the proposed budget.
Based on the certified property values received from the Travis and Williamson Central Appraisal Districts, the Travis County Tax Office has calculated the Voter Approval Rate at $0.4998/$100 valuation. The FY21 budget proposed for adoption includes a rate of $0.4863/$100 valuation, which equates to an operating revenue increase of 3.5%. A public hearing on the tax rate will be held on August 25, 2020 and adoption of the tax rate will occur in a separate item following adoption of the budget on the same night.
All required notices have been published. The required public hearing must be conducted prior to the adoption of the budget scheduled for August 25, 2020. The City Attorney's Office has reviewed this ordinance and has approved it as to form.
Deadline for City Council Action
The FY21 budget must be approved prior to the approval of the property tax rate which has been advertised for Council consideration on August 25, 2020.
