Title

Discuss and consider action to approve the selection of Freese and Nichols, Inc. for professional engineering services associated with the preparation of an Industrial Pre Treatment Program and authorizing the City Manager to execute a professional services agreement in the amount of $399,509.

 

Summary

This item includes the professional services agreement to develop an Industrial Pretreatment Program (IPP) in accordance with the latest requirements in 40 CFR Part 403 and Texas Commission on Environmental Quality (TCEQ) pretreatment regulations. The IPP will be completed over the next nine months and include an Industrial User Survey, Sewer Use Ordinance, Enforcement Response Plan (ERP), Standard Operating Procedures (SOP), Pretreatment Forms/Templates, Technically Based Local Limits (TBLLs), Pretreatment Program Cost Survey and Financial Evaluation, Public Relations/Marketing Plan, Fats, Oils and Grease (FOG) Program, and Surcharge Program.

The Texas Commission on Envionmental Quality (TCEQ) requires the development of a pretreatment program when the Publicly Owned Treatment Works (POTW), or combination of wastewater treatment plants, meets the following conditions: The total design flow is greater than 5 million gallons per day; or Industrial or commercial customers of the POTW discharge pollutants into the wastewater system that either pass through the treatment plant or interfere with its operation; or one or more industrial users of the POTW meet the definition of "categorical industrial user." The City is currently expanding the Central Wastewater Treatment Plant (WWTP) from its current permitted capacity of 5.3 MGD to 7.5 MGD. The City currently does not have an approved TCEQ IPP or FOG program, which is required based on the current permitted flow limits. With these programs in place, significant loading reduction is anticipated on the WWTP. These programs will also help prevent pollution of our receiving streams, which would result in fines by TCEQ. Fees will be developed as part of the programs in  anticipation of being self-generating revenue programs once in place. Equipment needed for these programs are already in FY21 budget.

 

The City of Pflugerville solicited requests for qualifications from engineering firms for services associated with the preparation an Industrial Pretreatment Program. City staff received two (2) statements of qualifications (SOQs) which were reviewed, scored and ranked. Staff recommends the selection of Freese and Nichols, Inc. for professional engineering services associated with the preparation of an Industrial Pretreatment Program. The objective of this request was to identify and engage the most qualified consulting firm to assist the City in creating and implementing an Industrial Pretreatment Program.

The funding for the development of the IPP was included as a line item in the FY 2020 Wastewater Collection Department budget as Engineering Consultant for Wastewater Pretreatment/ Fats, Oils, and Grease Program.
