Discuss and consider action to approve an ordinance on first and final reading with the caption reading: Tax Levy Ordinance of the City of Pflugerville, Texas for Fiscal Year 2021.

Summary
Based on the certified property values received from the Travis and Williamson Central Appraisal Districts, the Travis County Tax Office has calculated the Voter Approval Rate at $0.4998/$100 valuation and the No New Revenue Rate at $0.4945/$100 valuation. As required by the Texas Tax Code, this information has been published as of August 7, 2020, on the City website www.pflugervilletx.gov/budget and both the Travis (https://travis.trueprodigy-taxtransparency.com) and Williamson (https://williamsonpropertytaxes.org) Central Appraisal District Truth in Taxation websites. In addition, the Notice of Meeting to Vote on Tax Rate was published in the Austin American Statesman on August 20, 2020, as required by Tax Code ยง26.061.

On August 11, 2020, the City Council adopted a resolution specifying a maximum property tax rate for FY21 of $0.4863/$100 valuation, which equates to an operating revenue increase of 3.5%. This is the rate that has been included in the FY21 proposed budget that was considered earlier in this meeting for adoption by the City Council. Adoption of the attached ordinance will set a tax rate to be effective October 1, 2020.

The ordinance includes language required by Texas Tax Code, Chapter 26, and have been reviewed and approved as to form by the City Attorney's Office.

Prior City Council Action
The City Council approved a proposed maximum property tax rate of $0.4863/$100 property valuation on August 11, 2020.
The City Council directed adjustments to the budget needed to fund the reduction in tax rate revenue on August 11, 2020.
The CIty Council held a public hearing on the tax rate on August 25, 2020, prior to consideration of this item.
