Approving the appointment of Emily Barron as Planning & Development Services Director and Trey Fletcher as Deputy City Manager.

 

Summary

The City Charter, Section 4.06, requires that the City Manager shall appoint the head of each administrative department, subject to the approval of the City Council.

 

The City Manager is recommending organizational changes for FY21 to result in efficiencies and recognition of the nature of duties currently performed by key staff, and therefore recommends title changes for Planning Director Emily Barron to Planning & Development Services, and Assistant City Manager Trey Fletcher to Deputy City Manager.

 

Planning Director Emily Barron is recommended to be named the City's Planning and Development Services Director. In this role, she will be responsible for the Planning and Building Inspections departments. Ms. Barron has served as the City's Planning Director since 2012, and was recognized as Planner of the Year in 2018 for Central Texas. She is a member of the American Institute of Certified Planners (AICP) and is active in the American Planning Association. As a planner, she has over 22 years of professional services to the cities of Austin, Cedar Park and Pflugerville.

 

Assistant City Manager Trey Fletcher is recommended to be named the City's first Deputy City Manager. In this role, he will continue to oversee Development Services, Library and Finance departments. Mr. Fletcher has served the City in various roles since 2006, including Planning Director, Development Services Director, Managing Director of Operations, Assistant City Manager. He also served as the Interim City Manager in 2018. He is a member of the American Institute of Certified Planners (AICP) and is active in the American Planning Association. Since entering the city management field, he has become a credentialed manager through the International City Management Association (ICMA) and is active with the Texas City Management Association, serving on multiple committees. He is currently on the Public Policy Task Force, and the Membership Committee. He has over 24 years of professional services to the cities of Lake Charles, Louisiana, College Station and Pflugerville.
