Approving Amendment Three to the Interlocal Cooperation Agreement for the Austin Regional Intelligence Center (ARIC) and Amendment Three to the Interlocal Cooperation Agreement for Sustainment Funding for the ARIC to add new partner agencies and authorizing the City Manager to execute the amendments and any future amendments to add additional partner agencies.
Summary
In 2010, each of the ARIC Partner Agencies approved an Interlocal Cooperation Agreement. The intent of the ARIC is to be an all-crimes information analysis center that would use a collaborative approach to identify, prevent, disrupt and respond to criminal threats. The Interlocal Agreement established the framework for the ARIC organization and the policies and procedures that the ARIC would follow in providing criminal intelligence and coordination of law enforcement. This agreement was executed by the City Manager on December 15, 2010. Please find the agreement attached. The Interlocal Cooperation Agreement for Sustainment Funding for the ARIC is entered into by the Partner Agencies in order to establish sustainment funding for the ARIC was executed by the City Manager on February 11, 2013. Please find the agreement attached. The Second Amendment Interlocal Cooperation Agreement for ARIC and Second Amendment Interlocal Cooperation Agreement for Sustainment Funding for ARIC were to add the following partner agency police departments: Austin Community College, Texas State University, Pflugerville ISD, City of Kyle, City of Buda, City of Sunset Valley, City of Manor, City of Bastrop. Amendment Three now adds the following partner agency police departments: City of Lakeway, City of Westlake Hills, City of Bee Cave, Hutto ISD, and City of Elgin. Amendment Three deletes the previous List of Parties and replaces it with the newly expanded List of Parties.
The City Attorney recommended that Council take formal action regarding the continuing participation of the City of Pflugerville in these interlocal agreements and Council approved the agreements on February 26, 2013. Section XII of the Original ARIC Agreement and Section Seven of the ARIC Sustainment Funding Agreement permit these agreements to be amended to add additional partner agencies.
Action is requested at this time to approve amendments to the agreements to allow for additional partner agencies and to authorize the City Manager to execute any future amendments to add additional partners.
