Summary
On March 19, 2014, the City of Pflugerville and Manville executed a Contract for the Purchase and Sale of Wholesale Water, for the Termination of Pre-Existing Contracts, and related matters. The contract amended prior agreements and allowed the City to consume the North Travis County Mud #5 (NTCMUD #5) into the City's CCN as well as purchase wholesale water on a "take or pay" basis. As a part of negotiations the City agreed to construction of infrastructure to implement the contract, by which the city would fund the water line to meet the infrastructure to implement this contract as stated in section 2.03. The City is to reimburse Manville for the full cost of the work when it is complete and accepted by Manville. City staff budgeted for this project in the 5-year CIP plan and will be funded through the utility fund balance.
The project included 6,800 linear feet of twelve inch water line infrastructure to transport six hundred eighty five thousand (685,000) gallons of water per day from the Manville Church meter, along Pflugerville Parkway, to the east side of FM 685. Design for the water line began in April 2016, City staff collaborated with Manville during the design phase and Manville served as the lead during construction. The City is responsible for funding the construction of the project and provided management oversight and participated in the Pre-Construction and construction progress meetings, review and comment for Change Orders, review and comment for payment applications and material testing through the duration of the project.
Nelson Lewis, Inc was the low bidder and awarded the construction contract in September 2019. Nelson Lewis began construction in November 2019, construction took six(6) months. The project was complete in May 2020, but a final inspection could not be done by Manville due to COVID-19 which delayed closing the project until now. City staff reviewed and approved all construction documents and payments.
Manville accepted the project and is requesting reimbursement of the construction costs totaling $1,125,111.50.

City Council approved the selection of Nelson Lewis for the 12-inch water line project on September 10, 2019.
