Approving a Resolution of the City of Pflugerville, Texas adopting a Multiple Use Agreement (MUA) with the Texas Department of Transportation for the temporary use of the MoKan Right of Way.
Summary
City staff have been working with Austin Public Health officials to establish and maintain accessible COVID-19 testing facilities in the community. While testing has been available at The Pfield since July 20, 2020, a new location is needed at the end of September. The new testing facility will be located at 103 N. Railroad, but will be accessed from FM 1825 (Pecan Street) via the MoKan Right of Way. To facilitate access and queuing, a temporary driveway will be established from Pecan up to the rear of the former Wordyisms site.
To accomplish this project, TxDOT requires a MUA. The MUA establishes the nature and extent of the proposed improvements, and requires them to be removed within two years, restoring the site to existing conditions.
Costs incurred to install the improvements is estimated to be about $3000 and is recoverable under the CARES ACT.
Testing at the new location is planned to begin the week of September 28, 2020 under the direction of Austin Public Health with support from the Texas Department of Emergency Management, and administered by a contractor.
