Approving a First Amendment to the City of Pflugerville Professional Services Agreement with CEN-TEX CDC dba BCL of Texas for Promotion and Administration of a Small Business Grant Program Using Travis County Coronavirus Relief Funds contract and authorizing the City Manager to execute the same.
Summary:
On August 11, 2020, City Council approved a contract with BCL of Texas to administer the Pflugerville Cares Small Business Grant program which had previously been allocated $920,000 by Council. The $80,000 fee for administration of the program was determined based upon a percentage of the total dollar amount of grants approved for the program.
On Friday, September 28th, upon an initial review of applicants, BCL of Texas reported that the total possible grants were estimated at $1,295,000 which is $375,000 above the initial approved program amount of $920,000.
Council requested that if the program was over-subscribed that the City Manager was to redirect additional funding for the eligible unfunded applicants. In accordance with this direction, staff is recommending an amendment to the BCL of Texas contract to provide one additional payment of $20,000 for BCL to administer an additional $375,000 in potential grant funding.
Prior City Council Action:
August 11, 2020 - City Council approved a $80,000 contract with BCL of Texas for administration of $920,000 in a small business grant program as provided under the Travis County Interlocal Agreement for Administration of CRF Funding Under the CARES Act and authorizing the City Manager to execute the same on August 11, 2020.
