Title

Approving the award of a construction contract for the Kelly Lane at Jakes Hill/Vilamoura Temporary Traffic Signal Project to EARTC, the lowest responsible bidder of two (2) bids received on September 10, 2020, in the amount of $84,210.70 and authorizing the City Manager to execute same.

 

Summary

This  project includes construction of one (1) temporary traffic signal at the intersection of Kelly Lane at Jakes  Hill/Hidden Lake Drive; installing vertical panel tubular markers and pavement markings at Vilamoura/Falcon Pointe; as well as signing and pavement marking modifications at two intersections as temporary measures to improve traffic safety and operations. The proposed temporary traffic signal installation includes temporary timber poles and the permanent traffic signal controller, which would be utilized to be functional with Kelly Lane Phase 2 and Phase 3 construction projects. The option to install temporary timber poles allowed City staff to move the signal and intersection modifications at Vilamoura/Falcon Pointe projects forward quickly to address the safety  concerns as expressed by citizens and Council. The timber poles will remain until the future Kelly Lane roadway construction is completed and the permanent mast arm is installed.

 

The attached bid tabulation shows the bids in which EARTC was the low bidder with the base bid of $84,210.70.

 

The Engineer's estimated construction cost of this project was $85,124.26.  The project was advertised for bids on August 26, 2020. Bids were received and opened on September 10, 2020.

 

City staff will provide public awareness and education campaign in advance of the traffic signal activation beginning September 23 through December to inform citizens about the intersection modifications and resulting traffic pattern impacts. 

 

Prior City Council Action

August 13, 2019 - City Council approved resolution directing staff to:

                     implement immediate solutions at the intersection of Kelly Lane at Vilamoura/Falcon Pointe

                     further evaluations of Kelly Lane intersections via warrant analysis by October 19, 2019 (completed 10/8/2019);  DKS was retained by City staff to perform a Traffic Signal Warrant Analysis to determine the appropriate traffic control device that should be installed at each intersection as interim improvements to address concerns as previously provided by citizens and City Council.

September 10, 2019 - Staff presented an update regarding the Kelly Lane intersections

 

September 24, 2019 - Traffic Signal Warrant Analysis presented to Council by DKS Engineering & Selection of JMT for Kelly Lane Phase 2 & 3 Design contracts

 

October 8, 2019 - DKS Engineering presentation and discussion of traffic safety and traffic operations on Kelly Lane, including signal warrant analysis findings at the Kelly Lane/Falcon Pointe Boulevard/Vilamoura Street and Kelly Lane/Hidden Lake Drive/Jakes Hill Road intersections.  Currently, the Kelly/Jakes Hill/Hidden Lake intersection is stop controlled on Jakes Hill only resulting in lengthy vehicle queues and delays for the traffic on Kelly Lane eastbound or westbound and existing Jakes Hill southbound.  The proposed recommended improvements consist of installing either a permanent or temporary traffic signal at Jakes Hill in addition to installing vertical panel delineators at Vilamoura.

City staff reviewed potential options of ROW for a permanent or temporary traffic signal at the Jakes Hill intersection to address the safety and operational concerns related Kelly Lane at both Vilamoura and Jakes Hill intersections.  Based on the existing conditions, there is 100 feet of ROW available within the Jakes Hill intersection.

The permanent traffic signal would require additional ROW on the south side of the Jakes Hill intersection, provided County, property owner and utility coordination efforts. 

Both improvement are provided for consideration of funding.

The design work will be performed by JMT remained as a contiguous effort while completing the Kelly Lane Phase 2 design improvements to develop intersection control that would benefit the overall Kelly Lane corridor between Falcon Pointe Boulevard and Weiss Lane.

 

November 12, 2019 - Staff provide update from JMT for inclusion of a Traffic Signal design as part of the work for Kelly Lane Phase 2 and 3 design contract and requested approval to proceed with the near-term (2020) recommendations of

1)                     Restricting turns for the Kelly Lane at Vilamoura intersection; AND

2)                     Installation of a Traffic Signal at Kelly Lane/Jakes Hill/Hidden Lake

 

JMT performed a preliminary investigation November 1, 2019 to evaluate the existing ROW, utilities, etc. to determine feasibility for installation of ultimate intersection alternatives for the Jakes Hill/Hidden Lake Drive intersection at Kelly Lane.  Final determination was to include a traffic signal within the existing ROW to supplement the needed improvements at the Vilamoura intersection to address the immediate safety concerns.  The proposed schedule indicated anticipated construction to have occurred April - May 2020, yet due to COVID-19 March 2020 and other extenuating circumstances, the final design and construction bidding was modified to date for late-September/early-October construction start.

 

Council also approved the short-term (2025) improvements for including a roundabout at the Kelly Lane at Vilamoura intersection in order to incorporate the left turning movements as restricted with the near-term traffic signal (2020) improvements and until widening of Kelly Lane Phase 2 improvements.  The proposed roundabout has already been incorporated add as an alternative to the Kelly Lane Phase 2 widening project.
