Approving the selection of Garver Engineering for professional engineering services associated with the Wilbarger Creek Regional Wastewater Treatment Facility Project and authorizing the City Manager to enter into negotiations regarding a scope of work and fee proposal.

Summary
The City of Pflugerville solicited requests for qualifications from engineering firms for design services for the Wilbarger Creek Regional Wastewater Treatment Facility (WCRWWTF) Project. This project is anticipated to be funded by the Texas Water Development Board (TWDB) Clean Water State Revolving Fund (CWSRF).
City staff issued a request for qualifications (RFQ) on June 17, 2020 and received eight (8) statements of qualifications (SOQ) on July 29, 2020 which were reviewed, ranked and scored by a committee of City staff members. Garver Engineering was determined to be the most qualified firm for the project and is recommended for selection for professional engineering services associated with the WCRWWTF Project. The objective of this request was to identify and engage the most qualified consulting firm to assist the City in providing planning/preliminary design, design and bid & construction phase services and project management related to the WCRWWTF project under the oversight of the City’s Owner Representative, CP&Y.
The City of Pflugerville owns a 159-acre tract of land on the west side of Wilbarger Creek and on the north side of Gregg Lane for the new WCRWWTF. The 2020 Wastewater Master Plan projected the Wilbarger service area growth to require an ultimate 24.0 MGD wastewater treatment plant, with a phased implementation strategy beginning with 8.0 MGD by Oct 2024. The City currently has a Texas Pollution Discharge Elimination System (TPDES) permit from TCEQ for a final phase annual average flow of 15.75 MGD at the site.
