Title
Discuss and consider action to award a construction contract for Heatherwilde Roadway Rehabilitation Project to QA Construction Services, Inc., the lowest responsible bidder of five (5) bids received on September 11, 2020, in the amount of $1,341,665.00 and authorizing the City Manager to execute same.

Summary
The scope of work for this project includes rehabilitation for Phase 1 roadways as part of the Heatherwilde Subdivision Pavement Rehabilitation Project. The proposed construction includes pavement rehabilitation for the following roadways listed below totaling approximately 7,721 linear feet. The project includes a base bid and two alternates as listed below.

Base Bid:
N. Heatherwilde Blvd (From Pecan St to Pfennig Ln): 3400’
Sweetwood Song Dr. (From Heatherwilde Blvd to Ganzia Dr.): 1017’
Gazania Dr. (From Pfennig Ln to Black Locust Dr.): 835’
Hughmont Dr. (From Pfennig Ln to Black Locust Dr.): 836’

Alternate 1:
Acanthus St (From Pfennig Ln to Laurelleaf Dr.): 805’

Alternate 2:
Laurelleaf Dr. (From Pfennig Ln to Black Locust Dr.): 828’

The attached bid tabulation shows the bid in which QA Construction Services, Inc. was the low bidder with the base bid of $1,098,000.00 and an Alternate 1 bid of $144,750.00 and Alt 2 bid of $98,915.00 for a total bid of $1,341,665.00. The funding for this project was included in the Streets and Drainage FY 2020 Budget as Street Maintenance.
On July 28, 2020, the City Council approved an agreement with Halff Associates for Engineering Services associated with the Heatherwilde Subdivision Pavement Rehabilitation Project as part of the 2020 Pavement Maintenance Program, which included geotechnical investigation, pavement design, preliminary engineering analysis, and construction plans and specifications for Acanthus Street, Black Willow Street, Blue Willow Court, Gazania Drive, Hughmont Drive, Mayapple Street, Sweetwood Song Drive, Wild Orchard, Drive, North Heatherwilde Boulevard, and Laurelleaf Drive.
