Title

Approving the selection of Kimley-Horn for professional engineering services associated with the Wilbarger Wastewater Interceptor Project and authorizing the City Manager to enter into negotiations regarding a scope of work and fee proposal.

 

Summary

The City of Pflugerville solicited requests for qualifications from engineering firms for design services for the Wilbarger Wastewater Interceptor (WWWI) Project. This project is anticipated to be funded by the Texas Water Development Board (TWDB) Clean Water State Revolving Fund (CWSRF).

City staff issued a request for qualifications (RFQ) on June 24, 2020 and received eleven (11) statements of qualifications (SOQs) on July 29, 2020 which were reviewed and scored. Kimley-Horn was determined to be the most qualified firm for the project and is recommended for selection for professional engineering services associated with the WWWI Project. The objective of this request was to identify and engage the most qualified consulting firm to assist the City in providing planning/preliminary design, design and bid & construction phase services and project management related to the WWWI project under the oversight of the City’s Owner Representative, CP&Y.

The Wilbarger Wastewater Interceptor pipeline project will begin design and be coordinated with the new proposed Wilbarger Creek Regional Wastewater Treatment Facility (WCRWWTF). It is important that the WWWI project is delivered on time with the WCRWWTF project as the interceptor is necessary to transport wastewater flows from the existing Wilbarger wastewater basin system to the new plant site. The 2020 Wastewater Master Plan projected the Wilbarger service area growth to require an ultimate 24.0 MGD wastewater treatment plant, with a phased implementation strategy beginning with 8.0 MGD by Oct 2024. The City currently has a Texas Pollution Discharge Elimination System (TPDES) permit from TCEQ for a final phase annual average flow of 15.75 MGD at the site. Recent planning and implementation information requires validation of growth projections from the 2020 Wastewater Master Plan and update as necessary.  Based on updated flow projections, a strategic analysis of the Wilbarger service area will be completed to determine an optimum transition schedule for the lift stations that maximizes use of existing infrastructure while providing opportunity for long-term growth.

This project include preliminary engineering including a route analysis, design, easement acquisition, bidding and construction of the recommended interceptor. This project is anticipated to be funded by the 2020 Texas Water Development Board (TWDB) Clean Water State Revolving Fund (CWSRF). This project will include the Environmental Information Document (EID) required by the TWDB for the project.

If this item is approved, City staff will begin scoping the project with Kimley-Horn and develop a Professional Services Agreement which will be brought forward for City Council consideration in October.

 

Prior City Council Action

City Council approved a professional services agreement with CP&Y for owner's representative services associated with the Wilbarger Wastewater Treatment Plant project at the Februrary 11, 2020 meeting.
