Title

Approving the award of a construction contract for the Justice Center Sewer Improvements Project to HCS, Inc., the lowest responsible bidder of three (3) bids received on September 4, 2020 in the amount of $74,600  and authorizing the City Manager to execute same.

 

Summary

This project includes permanent repair of approximately 75 linear feet (LF) sanitary sewer replacement improvements at the City’s Justice Center. The need for the improvements are to provide permanent repair/replacement of failing sewer line. The main sewer line in the justice center has been troublesome for a number of years and has become clogged and backed up several times. An investigation performed in the sewer lines revealed old deteriorated cast iron pipe with areas that have sagged, collapsed, or otherwise failed.

In 2018, the project was bid, but only one bid was received from Vaughn Construction for a total of $259,135 for the base bid and it significantly exceeded the architect’s estimate of $109,900. Since the bid was over budget, it was necessary to reject all bids, and City Council approved Resolution 1669-18-12-11-0584 to reject all bids received for the Justice Center Sewer and Drainage Improvements Project at the December 12, 2018 meeting. A maintenance plan was put into place to cleanout the subject wastewater line on a quarterly basis or as recommended by the vendor doing the cleanout to prevent any wastewater backup.

The maintenance plan is no longer sufficient and the sewer line repairs are necessary. Staff approved a professional services agreement with Method Architecture on July 9, 2020 in an amount not to exceed $15,400.00 for professional engineering services associated with the Justice Center Sewer Line Improvements Projects to update the plans and bid documents.

Method Architecture, the design consultant, completed the plans and documents and advertised the project on August 12, 2020. Bids were opened on September 4, 2020.

As shown on the attached bid tabulation, HCS, Inc. was the low bidder with a base bid of $74,600.00.  The engineer’s estimate cost for a base bid was $249,550.  There were three (3) bids received for the proposed construction and all three contractors seem well qualified for the work.

The City worked with HCS, Inc. in 2019 related to a Parks and Recreation project, “Recreation Center Renovation” contract in the amount of $92,500 and the improvements were completed as requested.

Upon approval of the construction contract, legal will review all contract documents associated with the project prior to City Manager signature.

The proposed improvements will require an amendment to the budget that will be included in the next request for budget amendments.

Prior City Council Action

City Council approved Resolution 1669-18-12-11-0584 to reject all bids received for the Justice Center Sewer and Drainage Improvements Project at the December 12, 2018 meeting.
