Title
Discuss and consider action to award a construction contract for the Well 6 Ground Storage Tank Rehabilitation Project to Tank Builders, Inc, the lowest responsible bidder of 4 bids received on September 14, 2020, in the amount of $499,200.00 and authorizing the City Manager to execute same.

Summary
The City contracted out a comprehensive tank evaluation that showed that the ground storage tank at the Well # 6 site has deteriorated to the point where it needs to be rehabilitated to ensure that the well can continue to run and keep the tank in compliance with all TCEQ requirements regarding potable water storage tank reservoirs. In order for the tank to be in compliance and ensure that the tank and coating last for many years to come, the tank will need a new steel roof, the existing coating will need to be sandblasted and painted, and various pieces of small tank equipment will need to be replaced. The City contracted Jones/Carter to provide engineering plans and bid documents for the complete rehabilitation of the tank structure which were used to advertise the project for bidding. After reviewing all responsible bidders, two of the bidders were deemed to have incomplete bids either by not using the proper bid form, or not including all necessary information on their formal bid. As a result of this, Tank Builders, Inc. was the lowest responsible bidder at $499,200.00.

The funding for the tank improvements was listed as Tank Maintenance under Maintenance Contracts in the FY 2020 Water Distribution Department budget.
