Title
Approving the selection of Halff Associates, Inc. and Kimley-Horn and Associates, Inc. for professional engineering services associated with the 2020-2022 Pavement and Infrastructure Maintenance Projects and authorizing the City Manager to enter into negotiations regarding various scopes of work and fee proposals.

Summary
The City of Pflugerville solicited requests for qualifications from engineering firms for the assessment of existing infrastructure, preliminary engineering, final design, permitting, bidding, construction administration, and construction materials testing for the 2020-2022 Pavement and Infrastructure Maintenance Projects.
Identified projects may include but are not limited to:
· Grand Avenue Parkway
· FY21-FY22 Pavement Maintenance Programs

City staff received ten (10) statements of qualifications (SOQs) on September 17, 2020 which were reviewed, ranked and scored. Halff Associates, Inc. and Kimley-Horn Associates, Inc. were selected as the most qualified firms for the projects. A copy of the scoring matrix is attached to this agenda item.

Selecting two firms for the 2020-2022 Pavement and Infrastructure Maintenance Projects, will allow staff to move quickly to start the identified projects. Where required by City procurement requirements, future professional service agreements related to the pavement and infrastructure projects will be brought forward for City Council consideration.

Funding for Pavement Maintenance Projects is designated as part of the City’s annual pavement maintenance program in the general fund operating budget.

Prior City Council Action
City Council approved the selection of Halff and Associates, Inc. for the 2018-2019 Pavement and Infrastructure Maintenance Projects at the March 13, 2018 meeting. Since the selection in 2018, Halff assisted the City with successfully completing the Railroad Avenue and Black Locust Drive roadway projects.
