Title
Approving action to authorize the City Manager to approve the purchase of a replacement gearbox for Aerator 2 at the wastewater treatment plant from Ovivo USA, LLC. in the amount of $116,200.00.
Summary
The Central Wastewater Treatment Plant has 4 original mechanical aerators that are responsible for the majority of the oxygen transfer process that creates the microbiological life that is present in our activated sludge process. This aeration creates oxygen that allows the microorganisms to break down the nutrients that are present in wastewater. Operations staff noticed that one of the aerators was starting to develop a noise either within the motor or the gearbox and turned the unit off until it could be investigated further. Maintenance staff, with the assistance of the manufacturer’s service representative, determined that the lower bearing inside the gear box had loosened and came apart within the gearbox. This severely damaged the gearbox where we would need to remove the gearbox and send it in for a full overhaul to repair the damage to the internal components of the unit. After receiving a repair quote from Ovivo, who is the manufacturer of the aeration units, it was determined that given the age of the unit and the repair cost with a significant amount of unknowns that a new gearbox would be the best option to move forward permanently. The replacement of the gearbox will ensure that the Central Wastewater Treatment Plant aeration carousel can produce enough oxygen to meet TCEQ ammonia limits on the finished effluent discharge. This aerator will be required throughout the duration of the construction of the plant expansion and through the Phase II Improvements of the existing aeration carousels. The aerators are manufactured by Ovivo whose sole local distributor in the Central Texas area is HRM Environmental.
