Approving Amendment No. 2 to Professional Services Agreement between Kelly Lane Water Control and Improvement District No. 1 (Avalon) and the City of Pflugerville concerning the operation, maintenance and management of water and wastewater facilities, and municipal solid waste services within Kelly Lane Water Control and Improvement District No. 1 and authorizing the City Manager to execute the same.
Summary
As a political subdivision of the State, Kelly Lane Water Control and Improvement District (WCID) No. 1 holds a permit for the Municipal Separate Stormwater System (MS4) to allow the discharge of stormwater into creeks and other water bodies. Pursuant to the City's relationship with the WCID to operate the water and wastewater systems on the District's behalf, the effect of this amendment requires the City to provide records of any known illicit discharges or sanitary sewer overflows within the District's boundaries, as requested by the District or its representative.

The Professional Services Agreement was first effective June 28, 2007. The Amendment No. 1 was approved on 9/22/2015, and dated September 29, 2015 (2015-4265).
