Title

Discuss and consider action to approve a professional services agreement with Garver, LLC in the amount of $1,650,192.00 for professional engineering services associated with the Wilbarger Creek Regional Wastewater Treatment Facility project and authorizing the City Manager to execute the same.

 

Summary

This item is for Conceptual Design of the proposed Wilbarger Creek Regional Wastewater Treatment Facility (WCRWWTF) project, identified as Project 9 in the adopted 2020 Wastewater Master Plan.

 

The City’s wastewater service area includes three basins, the Central, Wilbarger, and Cottonwood basins. Currently, lift stations and pumping infrastructure is in place to convey wastewater flows across basins to the Central Wastewater Treatment Plant.

 

The adopted 2020 Wastewater Master PIan recommended the City proceed with improvement projects in the Wilbarger Basin to provide conveyance of wastewater from the Wilbarger and Cottonwood basins to a new wastewater treatment plant in the Wilbarger Basin. The 2020 Wastewater Master Plan indicates that these improvements will need to be in service by late 2024 to meet the City’s projected growth needs.

 

The property for the proposed Wilbarger Creek Regional Wastewater Treatment Facility was purchased for this purpose in 2009 and is owned by the City of Pflugerville.  The current proposed site was approved for purchase by City Council by Resolution 974-07-02-27-7D on 7/27/2007 for the purpose of public necessity 85.85 acre tract of land off Greg Lane.  Specifically the City of Pflugerville’s intention to provide wastewater service in its eastern ETJ.  Permit NO. WQ0011845005 (EPA I.D. No. TX0132021) was approved by the Texas Commission on Environmental Quality (TCEQ) 10/2009 to authorize the discharge of treated wastewater at a volume not to exceed an annual flow of 15,750,000 gallons per day.  The discharge route is from the plant site via pipeline to Wilbarger Creek; then to the Colorado River below Lady Byrd Lake.

 

The design of a Wastewater Interceptor to convey flows from the existing Carmel Lift Station to the proposed Wilbarger Creek RWWTF is part of a separate agenda item and will be completed on a similar schedule.

 

Garver, LLC has been selected by the City for engineering services associated with the Wilbarger Creek RWWTF. The professional service agreement negotiated between the City and Garver, LLC is through Conceptual Design, and composed of the following scope of services:

 

1.                     Project Management and Quality Assurance

2.                     Geotechnical Exploration

3.                     Develop Public Outreach Plan

4.                     Environmental Services

5.                     Hydrology and Hydraulics Studies

6.                     Agency Coordination

7.                     Survey

8.                     Conceptual Design and Alternatives Analysis

 

The project is shown and accounted for in the FY2021 budget document under the Wastewater Utility Fund Capital Improvement Projects as Wilbarger Wastewater Treatment Plant.

 

On 8/11/2020 City Council approved a Resolution for staff support to submit an application to the Texas Water Development Board for funding opportunity with the Clean Water State Revolving Fund (CWSRF), authorized by the Clean Water Act. The CWSRF provides low-cost financial assistance for planning, acquisition, design, and construction of wastewater, reuse, and stormwater infrastructure.

 

It is in this context that the City submitted an application on 8/31/2020 to the TWDB for the Wilbarger Creek Wastewater Treatment Facility project as one of three for financial assistance not to exceed $165,665,000.

 

Additional services will be needed including final design, bid, construction phase services, etc. and will be brought to City Council in the future, as necessary, to finalize the project. 

 

Prior City Council Action

September 22, 2020 Council approved selection of Garver for services associated with the Wilbarger Creek Regional Wastewater Treatment Facility Project.

 

Deadline for City Council Action

Action is requested on October 27, 2020 to proceed with project design and maintain the schedule of having the Wilbarger Creek Regional Wastewater Treatment Facility online in late 2024.
