Title
Conduct a second public hearing and consider approval of a resolution regarding the Community Development Block Grant (CDBG) Amended Annual Action Plan for Program Year 2020.

Summary
The CDBG program provides annual grants on a formula basis to entitled communities to develop viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities, principally for low- and moderate-income persons. The City of Pflugerville became an entitlement community in 2013 and developed the first 5-year Consolidated Plan and Annual Action Plan at that time. The Consolidated Plan serves as the application to the United States Department of Housing and Urban Development (HUD) for CDBG funding. The Consolidated Plan is designed to aid local jurisdictions in assessing their housing and community development needs and priorities. The priorities established by the Consolidated Plan are carried out through actions and activities each year as established in the Annual Action Plan.
The proposed 2020 Amended Action Plan is available for public viewing October 30, 2020 - November 24, 2020 at the following link: www.pflugervilletx.gov/cdbg .
The allocated funding available for actions and activities for this amendment to the 2020 Program Year is $158,241. This is an allocation from the CARES Act .
The proposed amendment is to reflect the allocation of grant dollars from the CDBG-CV, future allocations will require an amendment to the CDBG 2020 Action Plan.
The proposed projects include:
1. Youth Scholarship Program ($20,000)
2. Construction of Yellowsage ($241,954)
Alternate Project Frost Circle Roadway Design
3. NEW - Utility Payment Assistance (up to $138,241)
4. NEW- Senior Access Program ($20,000)
NEW Alternate- Utility Payment Assistance ($20,000)
