Title
Authorizing the City Manager to enter into a Cost-Share Agreement with the Lower Colorado River Authority (LCRA) in the amount of $100,000 to be used for the forthcoming Advanced Metering Infrastructure (AMI) Installation capital improvement project.

Summary
In the current 5-year CIP window, the City’s water utility will be installing AMI capable water meters and infrastructure to provide a better service to water customers, increase water accountability, promote water conservation, and reduce water loss across the utility. Before this project began, the City reached out to LCRA to participate in a cost-share agreement that they fund for projects that can increase water conservation for their firm water customers. These agreements can range in value up to $100,000 depending on the size of the project and the volume of water savings that the recipient projects to save. As the City’s AMI upgrade is a large CIP, it qualified for the largest amount of money that LCRA was willing to fund for the project as long as the LCRA Water Conservation Incentives Program Review Committee approved it. This Committee approved our application for the full $100,000 on October 20th, 2020 and now requires City Council approval in order to enter into the Cost-Share Agreement. As part of the cost-share agreement, the City will be agreeing to give LCRA updates once the project completes to demonstrate the volume of water savings that we directly see from the AMI upgrade.
