Title
Discuss and consider action to approve a professional services agreement with Kimley-Horn in the amount of $349,995.80 for professional engineering services associated with the Pfluger Farm Lane North project and authorizing the City Manager to execute the same.
Summary
Pfluger Farm Lane is identified on the City's Master Transportation Plan (MTP) as a Major Collector roadway planned to extend from Pfennig Lane, north to Wilke Lane (SH 45 Frontage Road). The segment between Pflugerville Parkway and Town Center Drive has been constructed. As a Major Collector, it is within a 70' ROW for Segment A, broadens to 74 feet with accommodations for on street parking, and has a 3-lane cross section that includes a two-way left turn lane for the entire corridor with pedestrian facilities on both sides. The MTP was adopted by the City Council in 2019, and was prepared by Kimley Horn. The facility also functions as a backage road parallel to FM 685 affording opportunities for improved local access and vehicular circulation, by providing access to properties along the corridor as well as alternative ways to access neighborhoods to the west, and Stone HIll Town Center to the east.

This agreement consists the design of approximately 1600 linear feet of Pfluger Farm Lane new location roadway construction, pedestrian improvements, storm sewer design and illumination. The project also consists of a right turn lane at Wilke Ln which is assumed will be coordinated with TxDOT as a Donation Agreement. Any update to the alignment will be considered as additional services. Scope of services include project management, survey and right-of-way data, subsurface utility engineering/utility coordination, environmental assessment, TxDOT coordination, preliminary 30% schematic, Drainage and Study Report, final drainage and roadway design, final traffic engineering and geotechnical investigation and pavement engineering.
