Title

Approving the selection of Freese & Nichols, Inc for professional engineering services associated with the 2020 General Obligation Bond Transportation Projects and authorizing the City Manager to enter into negotiations regarding a scope of work and fee proposal.

 

Summary

The City of Pflugerville solicited requests for qualifications from qualified engineering firms to provide General Engineering Consulting (GEC) services associated with the City’s approved 2020 General Obligation Bond Transportation Projects (Proposition A) during the 2021 - 2025 calendar years with the option to extend for additional time and money if necessary.

The City received eight (8) Statements of Qualifications (SOQs) from interested firms on December 17th.  A Selection Committee made up of City Staff reviewed and scored the SOQs based on the RFQ scoring criteria. Based on the evaluation criteria in the RFQ, the SOQ is worth up to 100 points, and the interview is worth up to 20 points.  These two scores added together, and the team with the highest total of these two scores would result in the recommended selected firm.  The Selection Committee determined the results of the SOQ scoring required interviews to  further evaluate the team's experience.

The top two (2) firms were interviewed by the Selection Committee on January 14th in a virtual format for review and evaluation of the teams.  Once the interviews were completed, all scores were tabulated and the resulting highest SOQ plus interview total was selected for recommendation.  The objective of this request was to identify and engage the most qualified consulting firm to assist the City in providing Program Management & Planning services for Transportation Bond Program projects.

Staff recommends selecting Freese & Nichols, Inc for professional engineering services associated with the approved 2020 General Obligation Bond Transportation Projects.

Background

On November 3, 2020 Pflugerville voters approved three (3) bond propositions on the ballot. Specific to this RFQ, Proposition A included the issuance of $101,700,000 bonds by the City of Pflugerville, Texas, for transportation projects for City intersection improvements, City neighborhood street reconstruction, Immanuel Road, FM 685 corridor improvements, SH 45 frontage roads, Kelly Lane, Pfluger Farm Lane North, Main Street, Central Commerce Drive, Picadilly Drive, Weiss Lane extension/realignment with Cameron Road, East Pflugerville Parkway and East Pecan Street.

 

Street Improvements: Projects may include CIP updates; road alignments and projections; roadway reconstruction and rehabilitation; pedestrian and bicycle mobility enhancements; construction administration and management; structural design; TxDOT coordination; and pavement management systems.

 

Traffic Planning/Operations: Projects may include master thoroughfare planning; traffic modeling; signal system design and control systems; traffic optimization; corridor and systems operational analyses; mobility enhancement evaluations; TxDOT coordination; and traffic impact and warrant studies.

Prior City Council Action

Pflugerville City Council called a November 3, 2020 bond election for three propositions totaling $191.3 million at the August 11, 2020 meeting.
