Summary
The City of Pflugerville (City) requested Statements of Qualifications (SOQ) from interested and qualified consulting firms to provide General Consulting (GC) and program management services associated with the City’s approved 2020 General Obligation Bond Parks Projects during the 2021-2025 calendar years with the option to extend for additional time and money if necessary. GC is for Program Management and Planning services for Parks Bond Program projects.
The City received eight (8) Statements of Qualifications (SOQs) from interested firms on December 17th. A Selection Committee made up of City Staff reviewed and scored the SOQs based on the RFQ scoring criteria. Based on the evaluation criteria in the RFQ, the SOQ is worth up to 100 points, and the interview is worth up to 20 points. These two scores added together, and the team with the highest total of these two scores would result in the recommended selected firm. The Selection Committee determined the results of the SOQ scoring required interviews to further evaluate the team's experience.
The top 3 firms were interviewed by the Selection Committee on January 14th in a virtual format for review and evaluation of the teams. Once the interviews were completed, all scores were tabulated and the resulting highest SOQ plus interview total was selected for recommendation. The objective of this request was to identify and engage the most qualified consulting firm to assist the City in providing Program Management & Planning services for Parks Bond Program projects.

On November 3, 2020 the City of Pflugerville held a municipal bond election with three (3) propositions on the ballot. The second Proposition (Prop B) was approved by voters and included issuance of $42,300,000 bonds by the City of Pflugerville, Texas, for parks and recreation projects for trail improvements, neighborhood parks, land acquisition, Lake Pflugerville, 1849 Park, and destination play space.

On August 11, Pflugerville City Council called a November 3, 2020 bond election for three propositions totaling $191.3 million.
