Summary
This resolution authorizes the City Manager to apply for and accept, if awarded, a Justice Assistance - Byrne Grant Program award for $47,224.20 from the Office of the Governor for the purchase of (2) TRUNARC handheld drug testing units ($23,612 each) and consumable supplies ($570). Current technology is limited, requires the officer to handle the drugs directly and produces false positive tests on occasion. This requested technology allows for officers to test for over 300 drugs, does not need to remove the drugs from the packaging and is more accurate. This will be a more accurate and safer testing method for staff. There is no funding match required for this grant from the City. Approval is also requested to authorize the City Manager to sign all necessary documents upon final approval of the City Attorney. Please find the attached staff memo and resolution.
The Pflugerville Police Department is in need of updating narcotics testing capabilities. The equipment requested is current drug testing technology that will allow for a more accurate and safer process for officers. Deadline for filing the application with the Office of the Governor is February 11, 2020. In the fourth quarter of 2021 the City will be notified by the Office of the Governor of the award approval decision. To access the grant funding, City Council must authorize the City Manager to apply for and accept the grant award if received.

The City Council approved a grant application in March 2020 allowing for a Justice Assistance - Byrne Grant Program award.
