Summary
This item is for the award of a construction contract for the SH 45 Water and Wastewater Extensions project, which is identified as Project E in the Wastewater Master Plan and Project A in the Water Master Plan. The City of Pflugerville opened bids for the SH 45 Water and Wastewater Line Extension Project on December 18, 2020 at 2 pm, nine (9) bids were received and publicly opened and read aloud in a virtual bid opening meeting. Notices were posted in the Pflugerville Pflag as required on November 18, 2020 and November 25, 2020. The bidding process was facilitated through a plan holder website, civcast.com, which is used for all City construction projects.
The purpose of this project is to provide water and wastewater service to properties north of SH 45. The scope of the project includes approximately 700 linear feet (LF) of 16-inch water line, 2,800 LF of 15-inch wastewater line, and 700 LF of 24-inch wastewater line. The project includes multiple trenchless crossings under SH 45. Construction is anticipated to last 10 months. At the time of bidding the City was still anticipating an easement associated with the 700 LF of 24-inch wastewater line, which is the alternate 1 bid item.
Staff recommends award of a construction contract for the SH 45 Water and Wastewater Extensions project to PGC General Contractors, LLC, for the Base Bid plus Alternate No. 1 in the amount of $2,389,144.00. The alternate is being accepted because the City has acquired the wastewater easement and including this alternate will be the most cost effective method to complete the infrastructure.
