Title

Approving a resolution rejecting all bids received for the Pecan Street and Dessau Road Displaced Left Turn Intersection Project.

 

Summary

The City of Pflugerville opened bids for the Pecan Street and Dessau Road Displaced Left Turn Intersection Project  on January 8, 2021 at 2 pm. Notices were posted in the Pflugerville Pflag as required on November 11, 2020 and November 18, 2020. The bidding process was facilitated through a plan holder website, civcast.com, which is used for all City construction projects. A total of 26 plan holders were general contractors, but only one bid was received from Peabody General Contractors (PGC) that significantly exceeded the engineer’s estimate.

 

Since the bid amount was not within a reasonable amount of the project budget, City staff informed PCDC of the decision to reject the bid and rebid to increase competitiveness, which may shift the target completion date of the project to October 2021 instead of July 2021.  PCDC is still committed to the funding obligation for the project as agreed with Amazon, as well concurs with the City for rebidding this project and extending the construction period while meeting the overall objective of providing the needed improvements at the Pecan St/Dessau Rd intersection for the proposed Amazon traffic.

 

Staff is working with the project design team led by Pacheco Koch to review the project scope and construction time line in effort to rebid the project. The plan for rebidding the project includes coordination with TxDOT and the Design Engineer related to the requirement for general contractors being precertified.  TxDOT requires precertification of contractors as part of the construction bid package and City staff has planned to increase awareness of the project prior to rebidding to an audience of TxDOT precertified contractors in order to obtain more competitive bids for the work as proposed on the Displaced Left Turn intersection improvements.

 

Due to the fact that the one bidder was the only precertified contractor, there was no competition for bidding, therefore it would benefit rebidding the project to a larger group of other precertified contractors.

 

Staff recommends rejecting the one bid in order for bidding to begin immediately.

 

Prior City Council Action

City Council approved a professional services agreement with Pacheco Koch for professional engineering services associated with the Pecan Street Intersection Improvements project at the February 26, 2019 meeting.

 

City Council approved a professional services supplemental agreement with Pacheco Koch for professional services associated with the Pecan Street at Dessau Road Displaced Left Turn Lane Project in the amount of $416,276.55 at the January 28, 2020 meeting .
