Summary
Councilmembers Metayer and Heath have requested this item to amend the City's Legislative agenda following the recent winter weather events and resulting disruptions to public infrastructure. Specifically, the proposed language adds support for a specific legislative position that "establishes clear priorities for critical infrastructure for maintaining electrical power and rapid restoration" with specific prioritization for water plants and senior living facilities.
The Public Utility Commission of Texas (PUCT) has Customer Protection Rules for Retail Electric Service as noted in the attached "Chapter 25" document. Within, Critical Load Public Safety Customer is defined as "a customer for who electric service is considered crucial for the protection or maintenance of public safety, including but not limited hospitals, police stations, fire stations, and critical water and wastewater facilities."
