Discuss and consider action to award a construction contract for the Pecan Street at FM 685 Intersection Improvement Project to Capital Excavation Co. the lowest responsible bidder of two (2) bids received on February 25, 2021 in the amount of $4,380,548.85 and authorizing the City Manager to execute same.

Summary
This is a follow up request from the January 26th City Council meeting, to award a construction contract for the Pecan St. at FM 685 Displaced Left Turn intersection improvements project to Capital Excavation Co. as the lowest, responsive and qualified bidder in the amount of $4,380,548.85.
The City rebid the FM 685 (Dessau Road) at Pecan Street Displaced Left Turn Intersection Project after rejecting the one bid received in January that was over $4.8M. Notices posted in the Pflugerville Pflag as required on January 27, 2021 and February 3, 2021. The bidding process was coordinated with TxDOT to increase awareness of the project for qualified general contractors meeting TxDOT’s Precertification requirement and facilitated through a plan holder website, civcastusa.com, used for all City construction projects. A total of 22 plan holders were general contractors, but only two bids received. We opened bids again on February 25th and received two bids but both are still high. With base bid + alternates, the apparent low bid is $4.38M. The engineer's estimate was under $3M. With the $2.3M grant from Economic Development Administration (EDA) on this project and Pflugerville Community Development Corporation’s (PCDC) deposit of $1M, we currently have $3.3M allocated toward the project. The project currently has two committed funding sources, EDA and PCDC. The difference of the remaining funding will be paid for by PCDC. Staff is requesting support for award of the project from City Council.
