Title

Discuss and consider action to award a construction contract for the Pecan Street at FM 685 Intersection Improvement Project to Capital Excavation Co. the lowest responsible bidder of two (2) bids received on February 25, 2021 in the amount of $4,380,548.85 and authorizing the City Manager to execute same.

 

Summary

This is a follow up request from the January 26th City Council meeting, to award a construction contract for the Pecan St. at FM 685 Displaced Left Turn intersection improvements project to Capital Excavation Co. as the lowest, responsive and qualified bidder in the amount of $4,380,548.85.

The City rebid the FM 685 (Dessau Road) at Pecan Street Displaced Left Turn Intersection Project after rejecting the one bid received in January that was over $4.8M.  Notices posted in the Pflugerville Pflag as required on January 27, 2021 and February 3, 2021. The bidding process was coordinated with TxDOT to increase awareness of the project for qualified general contractors meeting TxDOT’s Precertification requirement and facilitated through a plan holder website, civcastusa.com, used for all City construction projects.  A total of 22 plan holders were general contractors, but only two bids received. We opened bids again on February 25th and received two bids but both are still high. With base bid + alternates, the apparent low bid is $4.38M. The engineer's estimate was under $3M. With the $2.3M grant from Economic Development Administration (EDA) on this project and Pflugerville Community Development Corporation’s (PCDC) deposit of $1M, we currently have $3.3M allocated toward the project. The project currently has two committed funding sources, EDA and PCDC.  The difference of the remaining funding will be paid for by PCDC. Staff is requesting support for award of the project from City Council.

City Council approved Res 1768-20-06-23-0728 supporting submission of an (EDA) Disaster Grant Recovery Grant to assist with funding the project.  The City was notified for award of $2.3M Grant funding to be received, which the grant application as submitted was for support up to a maximum of $3.8M. In addition to the Grant funding, PCDC will provide local match as part of the grant application.

Project Scope:

Pacheco Koch performed an engineering services analysis for the intersection of Pecan Street at FM 685 (Dessau Road), to determine the optimal intersection configuration for improved safety and efficiency of the intersection in advance of the proposed increased traffic operational needs anticipated for the Amazon development.  The scope of work included a written memorandum documenting the intersection analysis and proposed operational design.  Two comparative cost estimates provided to preview alternative intersection designs, as well as with a cost/benefit analysis.  The report findings determined an innovative intersection with a partial “Displaced Left Turn” design, traffic signal improvements would benefit both City and Amazon for operational and safety improvements at the intersection.

 

The project was coordinated with TxDOT, with assigned project number (CSJ 1901-01-030). Improvements to this intersection were identified in a TIA performed for an Amazon development that is currently under construction and moving quickly to open in July 2021. This intersection project is critical for Pflugerville and we believe that it is beneficial for the Amazon project and our transportation network to be complete prior to Amazon starting service. Knowing the expedited time line, we have had significant coordination and meetings with TxDOT, as well with PCDC

 

Prior City Council Action

City Council approved a professional services agreement with Pacheco Koch for professional engineering services associated with the Pecan Street Intersection Improvements project at the February 26, 2019 meeting.

 

City Council approved a professional services supplemental agreement with Pacheco Koch for professional services associated with the Pecan Street at Dessau Road Displaced Left Turn Lane Project in the amount of $416,276.55 at the January 28, 2020 meeting.

 

City Council approved Resolution Number 1762-20-04-28-0719 on April 28, 2020 with the authorizing the City Manager to execute an Agreement for a Local On-System Improvement Project (LOSA) with the Texas Department of Transportation (TxDOT) for roadway work associated with the FM 685 at Pecan Street intersection improvement project.

 

January 26, 2021, City Council approved a Resolution, rejecting the single bid received on the project.
