Discussion regarding the creation of a Maintenance and Operation Public Improvement District (PID) for the Bohls Place Subdivision for the purpose of updating and maintaining the perimeter fence.
Summary
Representatives from the Bohls Neighborhood Association (BNA) have requested assistance from the City regarding ways to address the deteriorating condition of the existing perimeter fence located along the northern extent of E Pecan St and the eastern extent of Old Austin Hutto Road. The neighborhood does not have Homeowners Associate (HOA) that would be responsible for the maintenance of the perimeter fence and instead the maintenance of the fence is left to the individual property owners. The residents have been unable improve or maintain the fence on their own as the fence material is difficult and expensive to source.
City Staff recommended several avenues of action for the BNA to pursue to update and maintain the perimeter fence. The conversations focused primarily on the creation of a Homeowners Association (HOA) or the creation of a Maintenance and Operation Public Improvement District (PID). The processes are very similar with the primary difference being the entity which overseas the funding for the maintenance. In the case of a PID, the City Council holds this power, in the case of an HOA a volunteer board of residents would maintain the oversight. The residents felt most comfortable with the City as the governing body.
This item is to seek guidance from Council on the best steps forward for the City and any consideration the Council might give to the creation of an Operations and Maintenance PID for the Bohls Neighborhood.
