Title

Approving a resolution to approve the Community Development Block Grant (CDBG) Annual Action Plan for Program Year 2021.

 

Summary

The CDBG program provides annual grants on a formula basis to entitled communities to develop viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities, principally for low- and moderate-income persons.  The City of Pflugerville became an entitlement community in 2013 and developed the first 5-year Consolidated Plan and Annual Action Plan at that time.  The Consolidated Plan serves as the application to the United States Department of Housing and Urban Development (HUD) for CDBG funding.  The Consolidated Plan is designed to aid local jurisdictions in assessing their housing and community development needs and priorities.  The priorities established by the Consolidated Plan are carried out through actions and activities each year as established in the Annual Action Plan. 

The proposed 2021 Action Plan will be available for public viewing beginning, Friday, July 2 through Monday, August 2, at the following link https://www.pflugervilletx.gov/cdbg.

The allocated funding for the 2021 Program Year is $263,066. This is an annual allocation and the estimated amount the City may anticipate receiving annually over the next five years.  The projects selected reflect the needs identified by the CDBG Consolidated Plan adopted by City Council in 2019 which emphasizes the need to focus projects on parks, infrastructure (sidewalks, trails, streetlights, roadways) and public service including senior projects and youth programs. 

The proposed projects for Program Year 2021 include:

Frost Circle - Design and Construction ($210,000)

Youth Scholarship Program ($20,000)

Workforce Training Scholarship Program ($30,000)

Administrative Costs ($3,066)

Projects like the youth scholarship program, can on make up a maximum of 20% of the CBDG program and must benefit Pflugerville low to moderate income residents.  Infrastructure projects have historically made up the balance of the projects funded by CDBG and must benefit low to moderate income areas of the community where more than 43.58% of the residents in the block group are considered low to moderate income.

Previous City Council Action
The City Council held the first public hearing on June 8, 2021 and second public hearing on July 13, 2021.

Deadline for City Council Action

Both required public hearings and approval of the Action Plan are requested prior to August 10, 2021, in order to meet submittal requirements imposed by the Federal Department of Housing and Urban Development.
