Summary
Future Options and Recommendations for Service was presented in Section 3 of the Fire and EMS Assessment report conducted by AP Triton and presented to the City Council on June 21, 2021.
Option One was to maintain the status quo in which EMS would continue as usual.
Option Two was retain a private ambulance provider by the City within the City Limits.
Option Three was to establish a City-Owned Third Service EMS.
Option Four was to utilize Austin - Travis County EMS.
Option Five was to establish a City based fire and EMS department.
Prior to furthering implementation of either Options Two or Three, AP Triton recommends three additional processes are performed for the City. A Deployment Study and an EMS System Valuation Study will provide the City with additional essential information needed to proceed. Based on the information gathered from these two studies, the City should contract with an outside agency to develop and submit an RFP/RFQ on behalf of the City.
Per the report and the attached proposal, this is a 3-month effort ($19,500) but can be expedited in 60 days for a cost of $25,000. For a nominal premium to fast track this effort, the completion of the report within 60 days is recommended.
Should City Council approve the scope of this proposal, staff will work with the consultant and the City Attorney to integrate the scope with the City's professional services agreement document.
