Summary
This item comes to the City Council to provide staff direction regarding written public comment. Prior to City Council meetings being held virtually, written public comment could be submitted in person at the Council meeting on the public comment form to be read as public comment during the meeting. Any written comments provided in advance of meetings would be conveyed to the City Council via email and not read at the meeting. When City Council meetings were being held virtually, written public comment was accepted via email to the City Secretary up to 2 hours in advance of the meeting and read during the meeting as public comment. Members of the public have been continuing to submit written comments to the City Secretary in advance of City Council meetings.This item has been included for the City Council to consider if it would like to resume the public comment procedure previously used for in-person meetings since meetings are now being held in person or to consider a new procedure. If the City Council provides direction for a new procedure, staff will bring forward an amendment to the City Council's rules of order and procedure for consideration at a future meeting.
