Discuss and consider action regarding adding Charter amendment propositions to the November 2, 2021 special election ballot.
Summary
This item has been included on the agenda at the request of Councilmember Metayer to discuss and consider an additional Charter amendment proposition to provide an ex officio non-voting member from the City's ETJ on boards and commissions. The City Attorney has provided the proposed wording below.
Section 8.02. Membership Qualifications.
Except as otherwise provided in this charter, each candidate for appointment as a member of a board or commission shall be a registered voter of the city who has resided within the corporate city limits, or within territory annexed prior to the appointment, for at least twelve months preceding the appointment. Board or commission members shall serve without compensation and shall not be employed by or hold any other position in city government. In addition to any other requirements prescribed by the council, members shall maintain the qualifications established by this section while in office.
Where not otherwise disallowed by law all City Council appointed boards and commissions shall include an ex officio non-voting member who shall be a resident of the City’s extraterritorial jurisdiction.
Prior City Council Action
This item was discussed at the June 8, 2021 Council meeting and the City Council discussed again on June 22, 2021 and approved a number of proposed amendments to be taken to the voters in November. See attached list.
This item was discussed at the July 13, 2021 Council meeting and postponed until the next meeting.
