Approving an ordinance on second reading with the caption reading: An ordinance amending Chapter 53 of the City of Pflugerville, Texas, Title V Public Works, Chapter 53 Industrial Wastes, by adding sections 53.070 through 53.083 to comply with Federal and State regulations; providing for a violation as a Class C misdemeanor and a fine amount not to exceed $2,000.00; providing for severability and repealer; and providing an effective date.

Summary
After Council approval for moving forward with a consultant to assist the City with developing a Industrial Pretreatment Program and Fats, Oil, and Grease (FOG) Management Program, staff have been working with the consultant to develop proper procedures on ways to both keep the City compliant with it’s wastewater discharge permit as well as prevent any unnecessary contaminants from entering the wastewater collection system.

These programs will ensure that Industrial customers and Food Service Establishments (FSEs) are prevented from sending either industrial pollutants or large volumes of FOG to enter the wastewater system. In developing these programs, the consultant and staff developed various Standard Operating Procedures (SOPs), Enforcement Response Plans, and a variety of standard forms and templates for this program.

The Fats, Oil, and Grease program and this ordinance addition will give staff a more clear and stream-lined mechanism to work with FSEs to minimize or eliminate the release of FOG into the wastewater collection system to prevent any Sanitary Sewer Overflows (SSOs) or wastewater line blockage due to an excess volume of grease in the collection lines. This ordinance addition will give the Utility the ability to require FSEs that have a history of improper maintenance of their grease traps or of releasing excess grease into the wastewater system to have a discharge permit with the City before they can continue their operation.
